Nope, not until we put them there. Other species almost certainly exist elsewhere and some will no doubt be intelligent and also develop language, but it won’t be English. Probably Klingon or that crazy one from Enemy Mine.
Crudely put, modshamini, but yes, language isn’t always spoken on Earth (sign language, written language), so it might appear in all sorts of expected forms elsewhere…
Language may not be that common even out in the wide cosmos. I suspect — although certainly could not prove — that language will be the primary hallmark of ‘intelligence’ and that without some form of language, most species will not develop sufficient technology to be detectable by us hear on Earth.
